Harts (1866 - 1961) was a distinguished brigadier general in the US Army Corps of Engineers who led many public developments in the United States and served President Woodrow Wilson during the first world war. In 1930, he retired at age 65 to Madison, Connecticut. Hon. Thomas W. Swan (1877-1975) was a United States circuit judge of the United States Court of Appeals for the Second Circuit. He was born in Norwich, Connecticut.10 x 13.5 cm.
