The article discusses the expert analysis carried out in 2017 on the 'Lincoln telegram' sent to Cornelius S. Bushnell, which is in our collection (ACC # 92.17). The analysis found that it's likely this 'telegram' was a prank played on Cornelius by friends or colleagues; it is not Lincoln's handwriting and the envelope and telegram mastheads don't match.  And Lincoln never joked about the conduct of the war, especially in easily intercepted telegrams.
