Harts, a Madison man, was an officer who lived out his retirement in Madison, CT. He earned the reputation as 'the most hated man' for his strict discipline in Paris after the war, when he was head of the military police. He was recalled to the United States by certain members of Congress seeking to punish him only to be praised for his conduct.Brig. Gen. Harts fought in the Spanish War, the Philippine Insurrection, and the World War. He also directed numerous army engineering works in the United States. In 1919, he was charged with the protection of Woodrow Wilson and the American delegates at the Paris peace conference. Eventually, he was made chief of staff of the American army of occupation in the Rhineland until his retirement at age 65.2 pages ; 21.5 x 28 cm.
