Rug making is an art form where yarn is looped through a stiff woven base. The loops would be pulled through a base made of burlap, linen or rug backing through use of a crochet style metal hook and usually with a wooden handle.
Rug hook with unpolished wooden handle, possibly handmade, slightly tapered and rounded at the end. Silver toned shank with hook at the end inserted into the handle. Small piece of what appears to be masking tape is adhered to the handle, inscribed with the number "1". 
Piece of paper with typewritten note reads, '1. 'Edith Cleaves gave this to hook to me [Olive B Russell], it had been her mother's. Nevin Home, 110 Broadway, Meuthen, Mass'."
On verso of note are three pieces of yellow and brittle masking tape.
